The Bureau of Public Service Reforms (BPSR) has officially launched the 2025 edition of the Transparency and Integrity Index (TII), reaffirming the Federal Government’s commitment to promoting ethical standards, openness, and accountability across Ministries, Departments, and Agencies (MDAs).
The unveiling ceremony took place at the main auditorium of the Federal Ministry of Finance in Abuja, with high-level stakeholders, development partners, and civil society representatives in attendance.
NIPR, BPSR Sign Agreement to Boost Public Service Reforms
In his opening remarks, Director-General of BPSR, Mr. Dasuki Ibrahim Arabi, described the TII as a critical instrument for deepening governance reforms and enhancing public trust.
“This annual event remains one of the most important platforms for promoting transparency, accountability, and integrity within our public institutions,” Arabi stated.
“The TII is not just about numbers or rankings; it is about building a culture of openness and responsibility that inspires public trust.”
Now in its fifth edition, the Index evaluates MDAs on their adherence to transparency and governance principles across five key areas:
Financial management
Control of corruption
Open procurement
Citizen engagement
Human resource inclusion
Developed in collaboration with the Centre for Fiscal Transparency and Public Integrity (CeFTPI), the Index is aligned with the National Strategy for Public Service Reforms (NSPSR 2021–2025) and reinforces Nigeria’s obligations under the Freedom of Information Act and the Open Government Partnership (OGP).

Arabi emphasized that the TII complements the efforts of key anti-corruption agencies such as the ICPC and EFCC, while also aligning with international standards like the United Nations Convention against Corruption (UNCAC).
He also acknowledged the ongoing support of the Secretary to the Government of the Federation, development partners, and other stakeholders who have contributed to the success of the initiative.

Since its inception, the Transparency and Integrity Index has served as both a benchmark for assessing public sector performance and a catalyst for reform, helping drive improvements in governance across Nigeria’s public institutions.
