The Federal Ministry of Education FME in collaboration with the Office of the Head of Service of the Federation, HoSF organized a 2-day ministerial retreat to develop and implement the 2025 Ministerial Performance Management System in the education sector.
In her welcome address, the Minister of State for Education, Prof. Suwaiba Sa’id Ahmad, emphasized the importance of the Performance Management System (PMS) in ensuring effective service delivery.

She noted that the PMS is critical in embedding performance delivery and promoting cultural responsiveness.
The retreat aimed to:
– Develop a roadmap for service delivery in the education sector
– Enhance understanding of the PMS among ministry staff
– Ensure accountability and transparency in service delivery
– Align the PMS with national responsibilities and service-wide roles
The Permanent Secretary of the Ministry of Education, Mr. Abel Olumiyiwa Enitan, delivered a keynote address, highlighting the PMS as an effective communication strategy aimed at identifying, managing, and improving performance.
He emphasized the need for fairness, transparency, and accountability in service delivery.
Obi Edwary Bikom from the Office of the Head of Service of the Federation provided details on the ministerial implementation of the PMS, focusing on its current status and expectations in the Federal Ministry of Education.
The retreat concluded with a call to action, urging staff to remain focused and fully engaged in implementing the PMS.
