The Independent Corrupt Practices and Other Related Offences Commission (ICPC) Katsina State Office, has inaugurated and inducted new members of the Anti-Corruption and Transparency Unit (ACTU) at the Zamfara State Universal Basic Education Board (SUBEB) in Gusau.
The inauguration marks a significant step toward strengthening accountability and promoting transparency within the state’s basic education administration. The ACTU serves as an institutional watchdog established to entrench a culture of zero tolerance for corruption and related offences within Ministries, Departments, and Agencies (MDAs).
Delivering a goodwill message on behalf of the ICPC Chairman, Musa Adamu Aliyu, the Resident Anti-Corruption Commissioner for Katsina State, Mr. Samuel S. Lodam, represented by Mr. Suleman Muhammad Maishanu, commended the management and staff of Zamfara SUBEB for their commitment to institutional integrity. He described the inauguration as a major milestone in the ongoing fight against corruption.
Aliyu explained that ACTU is a government-backed anti-corruption mechanism designed to promote transparency, accountability, and ethical conduct across public institutions.
He urged the SUBEB management to regard the Unit not as an adversarial body but as a strategic partner aimed at strengthening institutional systems. According to him, the Unit requires adequate support, funding, and a conducive working environment to effectively discharge its responsibilities in line with established operational guidelines.
The ICPC Chairman outlined the Unit’s key functions, which include conducting system studies and reviews to identify and close corruption loopholes, organizing sensitisation programmes for staff, enforcing ethical standards, and carrying out preliminary investigations into complaints.
He emphasized that the ACTU is not intended to serve as a parallel authority to management but as a collaborative structure to enhance transparency and improve institutional reputation.
Aliyu also charged the newly inaugurated members to carry out their duties with diligence, fairness, and professionalism, cautioning them against abusing their positions or engaging in witch-hunting.
In his welcome address, Chairman of Zamfara SUBEB, Professor Nasiru Garba Anka, praised the ICPC’s sustained anti-corruption efforts and reaffirmed the Board’s commitment to supporting the Unit.
The inauguration ceremony featured the administration of the oath of allegiance by Barrister Hedima Haruna of the ICPC Legal Unit, formally marking the commencement of duties by the ACTU members.
As part of the induction programme, ICPC officials delivered technical presentations on corruption prevention strategies, system study and review processes, and preliminary investigation procedures.
In his acceptance speech, the newly inaugurated ACTU Chairman, Samaila Musa Anka, expressed appreciation to the ICPC and SUBEB management for their support. He pledged the Unit’s commitment to promoting transparency, accountability, and integrity, while emphasizing the importance of public enlightenment in advancing national development and combating corruption.
