He stated this in Sabon Gari Local Government Area of Kaduna State during the groundbreaking and commissioning of several constituency projects.
Dr Abbas explained that every child in a public primary school deserves a conducive learning environment, while women seeking medical attention in Chikaji should have access to diagnosis without travelling long distances.
He added that young people in Bomo should have opportunities to acquire education, sit for examinations and obtain qualifications that would improve their future prospects.
The Speaker said the proposed ten-classroom block, with offices and toilets at Sa’idu Primary School, would address the need for a decent learning environment for pupils.
He noted that the establishment of a new secondary school, a National Open University of Nigeria (NOUN) Study Centre and a Computer-Based Test (CBT) Centre would expand educational opportunities and enable young people to compete in an increasingly digital world.
On healthcare, Dr Abbas said the proposed 20-bed Primary Healthcare Centre and diagnostic centre must be equipped and staffed with qualified personnel to ensure effective service delivery.

He emphasised that completing a healthcare facility without providing the necessary equipment and personnel would leave patients without the services they require.
The Speaker also said the proposed police station and area command would strengthen security and facilitate faster responses to emergencies.
He commended President Bola Ahmed Tinubu and state governors for their efforts towards establishing state police.
In his remarks, Kaduna State Governor, Senator Uba Sani, represented by the Secretary to the State Government, Dr Abdulkadir Muazu Meyere, commended the Speaker for attracting development projects to the eight local government areas in Kaduna North Senatorial District, also known as Zone One.
The governor’s representative also urged the people of Sabon Gari to support the All Progressives Congress (APC) in the forthcoming elections.
Similarly, the APC senatorial candidate for Kaduna North, former Governor of Kaduna State, Dr Mukhtar Ramalan Yero, called on the electorate to ensure victory for the party in the forthcoming elections.
