The Lagos State Government has presented Certificates of Compliance to 63 Ministries, Departments and Agencies, MDAs, for adhering to the provisions of the Executive Order making enrolment in the state’s social health insurance scheme mandatory.
The Head of Service, Mr Olabode Agoro, presented the certificates during a ceremony held at the Lagos Chamber of Commerce and Industry, LCCI, Alausa, Ikeja.

Agoro also announced November 30, 2026, as the deadline for MDAs that are yet to fully comply with the provisions of the Executive Order signed by Governor Babajide Olusola Sanwo-Olu.
The Executive Order mandates enrolment in the Lagos State Health Scheme, LSHS, as part of efforts to domesticate the provisions of the National Health Insurance Authority, NHIA, Act and strengthen access to healthcare in the state.
According to the Head of Service, the order requires public institutions to meet four key compliance parameters.
These include proof of ILERA EKO enrolment as a requirement for accessing government services, enrolment of all staff—including non-Oracle and non-pensionable workers—on the scheme, and displaying the official Lagos State Health Management Agency, LASHMA, URL on MDA websites.
The MDAs are also required to provide dedicated spaces where ILERA EKO enrolment can be verified and residents can receive necessary support.
Agoro said two circulars were issued on December 18, 2025, and January 22, 2026, respectively, to guide public servants on compliance with the Executive Order and mandatory subscription to the Lagos State Health Insurance Scheme.
He added that a 26-member Enforcement Team comprising representatives of various regulatory agencies was inaugurated to drive compliance across MDAs.

According to him, the team conducted baseline assessments across 134 MDAs, while follow-up visits were carried out in April 2026.
Agoro disclosed that 63 MDAs achieved full compliance during the first round of assessments, while another 21 MDAs met the required conditions during the second round.
He described the Certificates of Compliance as more than ceremonial recognition, saying they demonstrate institutional compliance and the commitment of MDAs to supporting the implementation of the state’s social health insurance policy.
The Head of Service said compliance monitoring would continue, with MDAs assessed periodically to ensure that compliance is sustained.
He also presented recognition awards to three ILERA EKO Verification Officers and three Focal Persons for their contributions to implementing the Executive Order.
Earlier, the Permanent Secretary of LASHMA, Dr Emmanuella Zamba, said the agency had intensified engagements with MDAs to promote institutional compliance and facilitate access to ILERA EKO services.
She said LASHMA had trained designated Focal Persons and Verification Officers across MDAs, adding that 215 Verification Officers were trained on August 13, 2026, to verify ILERA EKO enrolment and assist residents who were yet to register.

Dr Zamba disclosed that 21 additional MDAs that had attained full compliance would be invited for a later presentation of their certificates, while the remaining 51 MDAs would continue to receive follow-up support and monitoring.
She assured that LASHMA would continue working with the affected MDAs to ensure full compliance before the November 30 deadline.
