PROMAD Infotech Foundation, the Nigeria Youth Futures Fund (NYFF), the Nigeria Open Government Partnership (OGP), and the Socio-Economic Research and Development Centre (SERDEC) have announced a new partnership to organise regional dialogues.

The dialogue aims to amplify youth voices in co-creating Nigeria’s Fourth National Action Plan (NAP IV) for the implementation of the OGP.

The initiative, launched under the Strengthening Youth Participation in the OGP Process in Nigeria project, seeks to ensure that the commitments in NAP IV reflect the ideas, priorities, and aspirations of young Nigerians.

According to a joint statement signed by the leadership of the four organisations and OGP’s national coordinator, the dialogues are designed to strengthen open governance, accountability, and transparency by directly engaging young people in shaping national policy.

Nigeria joined the global OGP in 2016 and implemented its first three action plans between 2016 and 2025, achieving progress in promoting transparency and accountability.

However, previous NAPs lacked a deliberate focus on youth inclusion, leaving out their unique challenges and priorities.

The six upcoming regional dialogues aim to bridge this gap and build on recent efforts to mainstream youth perspectives across open government initiatives.

    Dialogue Structure and Implementation
With support from the European Partnership for Democracy (EPD):

PROMAD will lead sessions in the South-West, South-South, and North-Central zones.

NYFF will host sessions in the South-East, North-East, and North-West, as well as a national convening in Abuja.

The OGP national secretariat and SERDEC will support implementation across all six geopolitical zones.

The dialogues will run from July to October 2025. Feedback, recommendations, and data collected from each zone will be synthesised into a single report to be presented during the national convening in Abuja, where it will serve as a working document for NAP IV.

The dialogue’s objectives include increasing youth participation in the co-creation process of NAP IV.

Ensuring youth ideas and aspirations are reflected in Nigeria’s next OGP commitments.

Enhancing awareness of the OGP process among young people, CSOs, and communities at subnational levels.
