The Kano State Ministry for Public Procurement, Projects Monitoring and Evaluation (MPPPM&E) has submitted a comprehensive memorandum to the AKY Blueprint Development Committee, outlining its achievements, ongoing priorities, unfinished agenda and proposed legacy projects for inclusion in the administration’s proposed 2027 Blueprint.
The submission seeks to ensure that the Ministry’s statutory responsibilities, institutional reforms and strategic priorities are adequately captured in the blueprint for the second term of Governor Abba Kabir Yusuf’s administration.
The memorandum is anchored on the Ministry’s mandate under the Kano State Public Procurement Law, 2021, as amended, particularly the regulation and oversight of public procurement, review of proposed projects, issuance of Certificates of No Objection, and monitoring and evaluation of government projects across the state.
According to the memorandum, the Ministry has recorded significant progress over the past three years in strengthening transparency, accountability, efficiency, procurement compliance and value for money in public project implementation.
One of the major innovations highlighted is the Kano State Integrated Geospatial Projects Monitoring System, accessible through the Ministry’s procurement platform. The system uses geospatial technology to facilitate the collection, management, tracking and presentation of project information, enabling improved monitoring and decision-making.
The Ministry has also established the Kano State Digital Public Procurement Portal (DPPP) to gradually migrate government procurement processes from predominantly manual procedures to a more efficient, transparent and technology-driven system.
Ministry Monitors 1,557 Projects Worth ₦997bn
The memorandum revealed that the Ministry monitored and evaluated more than 1,557 developmental projects across Kano State from the inception of the present administration to July 2026, with an estimated cumulative contract value of approximately ₦997 billion.
The monitoring exercise covered projects implemented by Ministries, Departments and Agencies (MDAs), as well as Local Government Councils across the state’s 44 LGAs.
The Ministry said the exercise had enabled it to provide independent technical oversight, identify implementation challenges, promote compliance with contractual specifications and draw the attention of relevant authorities to areas requiring corrective action.
It added that the monitoring framework had strengthened public confidence in the administration’s management of public resources and helped ensure that government projects deliver their intended benefits to citizens.
Ministry Seeks Expansion of Digital Procurement
As part of its second-term priorities, the Ministry identified the continued expansion and institutionalisation of digital procurement and geospatial project monitoring systems as key areas requiring further attention.
Other priorities include strengthening procurement compliance mechanisms, improving real-time project data management, enhancing monitoring capacity across the 44 LGAs and improving coordination among procuring entities and implementing agencies.
The Ministry also proposed improvements in project planning, procurement processes, contract administration, monitoring and evaluation, with greater emphasis on quality, sustainability, cost-effectiveness and timely completion.
Among its proposed legacy interventions are the full institutionalisation of the Digital Public Procurement Portal, enhancement of the Integrated Geospatial Projects Monitoring System, development of comprehensive project data and monitoring infrastructure, and strengthening of professional and technical capacity.
The Ministry said the proposed interventions are intended to establish sustainable systems that would continue to promote transparency, accountability, efficiency and value for money beyond the current administration.
It therefore urged the AKY Blueprint Development Committee to consolidate the gains recorded over the past three years while providing a clear pathway for completing outstanding reforms and introducing innovative interventions in public procurement and project monitoring.
The Ministry reaffirmed its readiness to work with the committee and other stakeholders to ensure that the proposed priorities are evaluated and incorporated into a comprehensive and result-oriented 2027 AKY Blueprint.
