Adamu Aminu
The appointment of Alhaji Aminu Zubairu Abubakar as Deputy Clerk and Permanent Secretary (Administration) of the Kano State House of Assembly marks another milestone in a public service career spanning more than two decades.

His progression through the legislative service reflects a combination of professional expertise, institutional experience and administrative competence, with a career that has taken him from library services and legislative research to protocol, information management and senior administration.
Born on June 30, 1974, in Kano Municipal Local Government Area, Abubakar began his academic journey at Bayero University Kano, where he obtained a Bachelor of Arts degree in Library Science and Economics in 1999.
He subsequently earned a Master of Information Management from the same university in 2016. His professional qualifications also include a Postgraduate Diploma in Management, a Higher Professional Diploma in Computer Studies, a Higher National Diploma in Accounting from Kano State Polytechnic, and an NCE in Business Education from the Federal College of Education, Kano.
Abubakar commenced his public service career during his National Youth Service Corps programme at the Corporate Affairs Commission in Abuja between 2000 and 2001.
He joined the Kano State Library Board in 2001 as Librarian II and served there until 2004, when he moved to the Kano State House of Assembly. At the Assembly, he served in various capacities, including Librarian I, Chief Librarian and Knowledge Management Officer. He also served as Committee Clerk to the House Committee on Environment.
His career later expanded beyond the traditional legislative service environment through his engagement with international development partners.
Between 2014 and 2016, he served as Programme Officer with the DFID/British Council Nigeria Stability and Reconciliation Programme. From 2018 to 2020, he worked with the EU/British Council Managing Conflict in North Eastern Nigeria project.
His responsibilities in these programmes included project implementation, monitoring and evaluation, reporting, financial planning and management, as well as stakeholder coordination.
He also supported joint planning of development assistance to the Assembly and facilitated engagements between Assembly media correspondents and development partners.
Upon returning to the Kano State House of Assembly, Abubakar served as Deputy Director, Research and Library, between 2016 and 2018.
He was subsequently appointed Director, Protocol and Inter-Assembly Relations, a position he held from 2020 to 2024. In 2024, he became Director, Information and Publications, where he remained until his appointment as Deputy Clerk and Permanent Secretary (Administration).

Across these positions, Abubakar has been responsible for areas including protocol services, public information, legislative documentation, research, library services and ICT coordination.
He has also served as Desk Officer for International Development Partners and Civil Society Organisations, giving him extensive experience in institutional partnerships and stakeholder engagement.
On September 11, 2026, the Department of Information and Publications formally recognized Abubakar during the Annual Conference of Official Reporters, where a certificate was presented to him in honour of his appointment as Deputy Clerk/Permanent Secretary (Administration).
The department described his appointment as a well-deserved achievement and highlighted the contribution of the Information and Publications Directorate to the development and visibility of the legislative institution.
In his current position, Abubakar assists the Clerk in the general administration and management of the Assembly Secretariat.
His responsibilities include coordinating the Information and Publications Directorate, managing the Protocol Directorate, and overseeing planning, research and library services.
He also serves as Coordinator of the Commonwealth Parliamentary Association, Kano House of Assembly Branch, and Secretary of the Verification Committee.
Throughout his career, Abubakar has developed expertise in information management, legislative reporting, report writing, monitoring and evaluation, and stakeholder engagement.
His professional development has included training in committee management, budget analysis, legislative oversight, conflict sensitivity and information management. He also participated in Monitoring and Evaluation training at the AMREF International Training Centre in Nairobi, Kenya.
Beyond his professional responsibilities, Abubakar is married with children and lists travelling and reading among his interests.
His journey from the library shelves to the Deputy Clerk’s office illustrates a career built progressively through different layers of the public and legislative service.
As he assumes his new responsibilities, Abubakar brings to the position more than two decades of institutional knowledge and experience across administration, research, information management, protocol and development partnerships.

His appointment is therefore expected to strengthen the administrative machinery of the Kano State House of Assembly and contribute to the effective delivery of its legislative and institutional mandate.
