The Kano State House of Assembly has received the Auditor-General’s Financial and Performance Audit Report on the implementation of the HOPE Health and HOPE Education programmes for the period ending December 31, 2025, while also calling for urgent measures to tackle rising thuggery in Ungogo Local Government Area.
Reading the Auditor-General’s communication during plenary, Speaker Jibril Ismail Falgore said the report contains the findings of a performance audit conducted to assess the economy, efficiency and effectiveness of public resource utilisation in implementing the HOPE programmes.
According to the Speaker, the report also outlines observations, findings and recommendations aimed at strengthening accountability, transparency and service delivery in line with the objectives of the HOPE Programme and the requirements of the Performance-Based Financing Development Linked Indicators (DLIs).
He explained that the submission was made in accordance with Section 125(2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and the relevant provisions of the Kano State Audit Law, 2021 (as amended).
Following its presentation, the House referred the report to its Committee on Public Accounts for further legislative scrutiny and necessary action.
In a separate resolution, the Assembly urged the Kano State Government to direct the Ministry of Internal Security to collaborate with relevant security agencies to address the growing threat posed by violent gangs and politically motivated thugs in Ungogo Local Government Area.
The resolution followed a motion sponsored by the member representing Ungogo Constituency, Saad Aminu Saad, who expressed concern over the increasing activities of hoodlums in the metropolitan local government.
He noted that Ungogo, one of the state’s most populated local government areas with a large youth population, has witnessed a rise in thuggery and destruction of property, alleging that youths from seven to eight of the area’s eleven wards, alongside individuals from neighbouring Dala Local Government Area and Fagge Local Government Area, were involved in the criminal activities.
Saad called for increased surveillance, enhanced security operations and sustained community dialogue to prevent the situation from escalating.
Seconding the motion, the member representing Sumaila Constituency, Hamza Zubairu Massu, warned that thuggery was becoming increasingly prevalent among young people and stressed the need for swift government intervention to restore peace and protect lives and property.
Additionally, the House adopted a motion calling for the construction of a road linking Hadejia Road to Gezawa to improve connectivity and ease transportation for residents and commuters.
