President Bola Ahmed Tinubu has approved a comprehensive reform of the National Youth Service Corps (NYSC), introducing far-reaching changes aimed at modernising the scheme, improving corps members’ safety, and enhancing their employability through skills-based training.
Under the new framework, the NYSC will be led operationally by a civilian, while the military will continue to provide security support for corps members across the country.
The President also directed the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), alongside the Minister of Youth Development, Ayodele Olawande, to amend the NYSC Act and relevant regulations to accommodate the approved reforms and facilitate their immediate implementation.
The reforms introduce a technology-driven call-up process, risk-sensitive deployment of corps members based on prevailing security realities, and a redesigned six-week orientation programme focused on leadership development, entrepreneurship, digital skills, and specialised career training.
Other key reforms include skills-based primary assignments aligned with graduates’ academic qualifications and career aspirations, improved governance through civilian operational leadership, enhanced orientation camp standards under a national grading and certification system, a redesigned NYSC uniform, and the replacement of the traditional Passing Out Parade with a formal graduation ceremony.
Providing further details on the reform package, the Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, said the orientation camp programme would now be structured into three distinct phases.
According to her, the first two weeks will focus on civic responsibility, national values, and leadership development. The second phase will cover career mapping, financial literacy, business planning, and access to finance, while the final two weeks will provide specialised training tailored to each corps member’s chosen career path.
Usman disclosed that corps members will select one of 11 specialised streams during registration and receive targeted training throughout the orientation programme to prepare them for future employment and national development.
The specialised streams include Agric Corps, Medical Corps, Education Corps, Tech and Digital Corps, Legal Corps, Public Service Corps, Infrastructure Corps, Green Corps, Enterprise Corps, Creative Economy Corps, and Paramilitary and Security Corps.
She explained that the initiative is designed to equip graduates with practical skills that align with their educational backgrounds, career interests, and the country’s workforce demands.
The reforms also review deployment procedures, ensuring that the posting of corps members across states takes into account prevailing security conditions while promoting safer and more effective national service.
The comprehensive overhaul marks one of the most significant reforms of the NYSC since its establishment, as the Federal Government seeks to reposition the scheme to better serve the needs of Nigerian graduates and national development.
