The Kano State House of Assembly has passed the Kano State Physical Planning and Development Control Bill, 2026, paving the way for the abolition of the Kano State Urban Planning and Development Authority (KNUPDA).
The bill was passed following deliberations at the Committee of the Whole after its second and third readings during plenary presided over by the Speaker, Rt. Hon. Jibril Ismail Falgore.
Speaking with journalists shortly after sitting, the Majority Leader of the House and member representing Dala Constituency, Hon. Lawan Hussaini, said the new law creates two metropolitan development agencies to oversee physical planning and urban development under the supervision of the Kano State Ministry of Land and Physical Planning.
According to him, the agencies will assume all responsibilities previously handled by KNUPDA, including regulating physical development, granting building approvals, urban renewal, city planning and ensuring compliance with environmental and planning regulations.
Hon. Hussaini explained that anyone intending to construct or redevelop any structure in the state must obtain the necessary approvals from the new agencies, which will also conduct inspections to ensure developments conform to approved standards.
He said the creation of the new agencies is aimed at promoting orderly urban development and transforming Kano into a modern city that meets international planning standards.
The Majority Leader confirmed that the law establishing KNUPDA has been repealed, effectively dissolving the agency and transferring its powers to the newly created metropolitan development authorities.
