The Ummatee Centre for the Promotion of Public Education, Accountability and Social Safety (Ummatee-C4PASS) has urged the Kano State Government to prioritise infrastructure, health, education, security, and social protection in its 2026 budget proposals.
The call was made by the organisation’s Chief Executive Officer, Ghazali Ibrahim Ungogo, during the public hearing on the 2026 proposed budget.
Ummatee-C4PASS recommended the construction of a road linking Ungogo town through Panisau to Airport Road near the Aviation Quarters in Ungogo Local Government Area.
The group also sought government intervention to address erosion challenges in communities including Gayawa, Rimin Kebe, Tarda, Jaba, Dausara, Dankunkuru, and Zangon Kaya.
Ummatee-C4PASS Calls for Urgent Distance Learning System
In the health sector, the organisation advocated for the establishment of a laboratory and antenatal care unit at Ungogo Primary Health Care Centre and called for the upgrade of Takai General Hospital in Takai Local Government Area to enhance healthcare delivery.
For education, Ummatee-C4PASS requested funding for additional classroom blocks at Bachirawa, Ungogo, and Zaura Secondary Schools. The group also highlighted the need for road projects linking Kurna Gidan Kara to Tudun Fulani and Rijiyar Zaki, as well as from Bachirawa Kwanar Madugu to Rijiyar Zaki.
The organisation emphasised support for Persons with Disabilities (PWDs) through increased funding for assistive and adaptive technological tools aimed at improving learning, mobility, and daily living skills.
At the ministerial level, Ummatee-C4PASS called for the establishment of a laboratory under the Ministry of Solid Minerals and Natural Resources, as well as strengthening the Ministry of Agriculture through a food security baseline survey, construction of eleven earth dams with irrigation channels, and the development of the Dansoshiya Dam.
On security, the organisation recommended the institutionalisation of an Early Warning and Early Response (EWER) system by the Ministry of Internal Security and Special Services to proactively address growing security challenges.
The group further urged adequate funding for the Kano State Social Protection Agency (KASPA) to implement programs aimed at poverty reduction, human dignity promotion, community resilience, and disaster mitigation.
It also called for increased allocations to the State Emergency Management Agency (SEMA), including full operational support for the Sexual Assault Referral Centre (WARAKA SARC) at Murtala Muhammad Specialist Hospital.
Ungogo highlighted that the submissions prioritized key sectors that could enhance economic activities, improve service delivery, promote peace and security, and contribute to a more equitable and resilient Kano State.
