The Kano State Government KNSG has presented a draft bill for the establishment of a Kano State Humanitarian Intervention Trust Fund, aimed at strengthening sustainable financing for humanitarian responses across the state.
The draft bill was presented to key stakeholders by the Technical Adviser to the Governor on Humanitarian Affairs and Poverty Alleviation, Dr. Aminu Magashi Garba, during a stakeholders’ meeting held, at the Ministry of Humanitarian Affairs and Poverty Alleviation in Kano.
Declaring the meeting open, the Commissioner for Humanitarian Affairs and Poverty Alleviation, Alhaji Adamu Aliyu Kibiya, said the proposed legislation aligns with the Kano State Government’s development agenda and the Federal Government’s policy on strengthening sustainable funding mechanisms for humanitarian interventions nationwide.
He expressed optimism that the establishment of the Trust Fund during his tenure would represent a major milestone, stressing that it would ensure timely assistance to vulnerable citizens during disasters, epidemics, emergencies, and other humanitarian crises.
The commissioner noted that the people of Kano have confidence in Governor Abba Kabir Yusuf’s prudent management of public resources, a confidence he said would encourage individuals and organisations to contribute to the Trust Fund once it becomes operational.
Presenting the draft bill, Dr. Garba explained that the proposed legislation clearly defines the sources of funding, management structure, and operational guidelines of the Trust Fund.
According to him, the bill proposes the allocation of 2.5 per cent of the state’s monthly internally generated revenue (IGR) to the fund, as well as 0.5 per cent of monthly revenue accruing to local governments from federal allocations. Other proposed funding sources include donations from companies, industries, local and international organisations, and individuals.
