The National Open University of Nigeria NOUN in collaboration with the Nigerian Correctional Service NCS has established its first study centre in Nigeria’s Northwest region at the Kebbi Medium Security Custodial Centre in Birnin Kebbi, Kebbi State.
The Kebbi State Controller of Corrections, Contr. Yusuf Hamisu, disclosed this during the official inauguration ceremony held at the correctional facility in Birnin Kebbi.

He explained that the correctional study centre, established in partnership with NOUN, is designed to provide inmates with access to tertiary education and vocational training as part of efforts to promote rehabilitation and personal development.
According to him, the facility already operates primary and secondary education sections, while the newly established study centre will enable both staff and inmates to pursue higher education up to university level.
Hamisu stated that the centre has been fully equipped with teaching and learning facilities to support academic activities effectively.
He further revealed that the centre would offer degree programmes in courses such as criminology, computer science and security studies.
The Controller noted that the initiative is aimed at rehabilitating inmates, reducing the rate of recidivism and preparing prisoners for successful reintegration into society after serving their jail terms.
Speaking at the event, the representative of the Vice Chancellor of NOUN, Dr Shakirat Omoniyi, described the collaboration between NOUN and the Nigerian Correctional Service as a major step toward reforming inmates and transforming them into responsible citizens.

She stressed the need for strong social support systems for inmates after completing their sentences, noting that former convicts often face societal stigma despite acquiring education and skills while in custody.
Earlier, the Emir of Gwandu, Muhammad Iliyasu Bashar, represented by the Magajin Garin Gwandu, Alhaji Aminullahi Umar, commended the initiative and expressed the emirate council’s readiness to support the programme.
He said the development reflects the ongoing reforms within the Nigerian Correctional Service aimed at improving staff welfare, upgrading facilities and strengthening the criminal justice system through modern technology and management practices.
Some inmates at the facility also expressed their willingness to continue their education before the completion of their prison terms.
