The Kano State House of Assembly KNHA, has called on the state government to transfer the implementation of the World Bank-supported Livestock Productivity and Resilience Support (L-PRES) Project from the Ministry of Agriculture to the Ministry of Livestock Development to enhance coordination and improve the delivery of the programme.
The resolution followed the adoption of a motion moved by the member representing Kano Municipal Constituency, Hon. Nabil Aliyu Daneji, during plenary presided over by the Speaker, Rt. Hon. Jibril Ismail Falgore.
Moving the motion, Hon. Daneji explained that the Livestock Productivity and Resilience Support (L-PRES) Project is a six-year World Bank-funded initiative designed to improve livestock productivity, commercialization and resilience. He noted that the project was initially domiciled in the Ministry of Agriculture before the creation of the Ministry of Livestock Development.
According to the lawmaker, the establishment of the Ministry of Livestock Development makes it necessary to transfer the project to the new ministry to ensure effective coordination, proper management and alignment with the Kano State Government’s policies for transforming the livestock sector.
He argued that the Ministry of Livestock Development possesses the institutional capacity, technical expertise and regulatory mandate to oversee programmes related to animal health, pastoral development, livestock value chain expansion and collaboration with relevant stakeholders.
Hon. Daneji maintained that transferring the project would enhance its implementation and enable it to achieve its intended objectives.
Seconding the motion, the member representing Doguwa Constituency, Hon. Salisu Ibrahim Muhammad, described the proposal as timely and in the best interest of the state.
He said the Ministry of Livestock Development has professionals with the expertise required to effectively manage livestock-related programmes and implement the project in line with global best practices and the state government’s development agenda.
Following deliberations, the House resolved to constitute a committee to invite the Secretary to the State Government (SSG) for discussions on the proposed transfer of the L-PRES Project to the Ministry of Livestock Development.
