The Kano State Basic Traditional Birth Attendants Accreditation and Certification (BATACKANO) Bill 2025 and the Kano State Directorate of Medical Laboratory Services Bill 2025 has scaled second reading.

The BATACKANO Bill, sponsored by the Speaker and presented by the member representing Dawakin Kudu Constituency Shuaibu Rabi’u, seeks to introduce a 12-month basic training and certification programme for traditional birth attendants across the state.
Rabi’u explained that the initiative aims to reduce maternal mortality, improve professional standards among traditional midwives, and strengthen the link between traditional and formal healthcare systems.
In a related development, Ahaji Zakariyya Alhassan Ishaq, representing Kura Garun Malam Constituency, presented the Kano State Directorate of Medical Laboratory Services Bill, which he said would establish a centralized body to oversee and regulate laboratory operations in the state.
According to him, the proposed directorate will promote accurate diagnosis, disease surveillance, and effective healthcare service delivery across public hospitals and health facilities.

Meanwhile, the House also considered the Kano State Land Use Charge (Amendment) Bill 2025, which passed its second reading.
The bill, sponsored by the Majority Leader, Alhaji Lawan Hussaini Dala, seeks to digitalize land registration, streamline the issuance of certificates of occupancy, and facilitate easier changes of property ownership.
Dala explained that the amendment would help ensure transparent revenue sharing between the state and local governments, enhance tenement rate administration, and boost internally generated revenue (IGR).
After deliberations, Speaker Jibril Falgore referred the three bills to relevant committees for further legislative scrutiny and recommendations.
