The Nigerian Air Force (NAF) has engaged Amnesty International Nigeria on measures to strengthen civilian protection during military air operations.
The engagement took place on September 15, 2026, when a delegation from Amnesty International Nigeria visited the NAF as part of the organisation’s ongoing research and engagement on issues relating to civilian protection.

The meeting provided an opportunity for both sides to exchange information and discuss issues concerning the protection of civilians during military operations.
The Executive Director of Amnesty International Nigeria, Mr Isa Sanusi, appreciated the NAF for facilitating the engagement and acknowledged what he described as the Service’s efforts to mitigate harm to civilians during operations.
Representing the Chief of the Air Staff, Air Marshal Sunday Kelvin Aneke, the Chief of Civil-Military Relations, Air Vice Marshal Edward Gabkwet, said the NAF recognised credible human rights and civil society organisations as important stakeholders in promoting accountability, transparency and adherence to international best practices.

Gabkwet said civilian harm mitigation was embedded in NAF doctrine and incorporated into the planning and conduct of air operations.
He explained that NAF operations were guided by applicable provisions of International Humanitarian Law, the Laws of Armed Conflict, Standard Operating Procedures and approved Rules of Engagement.
The Air Vice Marshal said sustained dialogue with relevant stakeholders was important to promoting transparency, accountability and continuous improvement in military operations.
He noted that constructive engagement with credible organisations could also contribute to strengthening public confidence in the operations of the Service.

The engagement concluded with both parties agreeing to maintain dialogue on issues relating to civilian protection and other areas of mutual concern.
The NAF reiterated its commitment to protecting civilian lives during its operations and working with credible stakeholders in support of its constitutional mandate to safeguard Nigeria’s territorial integrity and national security.
